Why Powers is suing is that "he objects to the names Guinness intends to call him, including: “The litigator crusader,” the “duke of lawsuits,” “Johnny Sue-nami,” “Sue-per-man” and the “Patrick Ewing of suing.”"
He thinks he has bragging rights:

You would think someone who says that- more lawsuits than a sewer- might be silent about the values of his suits, to say the least. But, oh no, " “The Guinness Book of World Records have no right to publish my work, my legal masterpieces,” he says.
Powers is receiving treatment for mental problems, and is currently jailed at Federal Transfer Center (FTC) Oklahoma City for wire fraud .

Thanks dreadnaught, I looked up more, and as Bush is one of our favorite people, I looked at what JLR has sued Bush for, and here is what JLR accuses Bush of:

We have to appreciate the legal system of US-
The complaint was received on 7.5.2007.
On 17.8.2007, it was dismissed.
On 5.9.2007, JLR appealed against this decision.
On 31.10.2007, this appeal was dismissed: " failure to pay the required docketing fee pursuant to Circuit Rule 3(b), IT IS FURTHER ORDERED that the appellant pay the appellate fees of $455 to the clerk of the district court."
And finally on 24.1.2008, "MINUTE entry before Judge Harry D. Leinenweber : It has come to the Court's attention that the docketing department of the Clerk's Office is still inputing the names of the hundreds of defendants named in this action. This action was dismissed on 8/17/07 for failure to state a claim, and the Court of Appeals dismissed the appeal on 10/31/07 for failure to pay the required docketing fee. It is a waste of judicial resources for the Clerk's Office to continue adding these names to a closed case that the Court determined was delusional in its order of 8/17/07."Now, the system is nothing if not rigorous.
And as for JLR, in bad mood, I have found everyone malicious and working against me, and making my life miserable,and I too have suspected the planet of pluto in this, so I sympathise with him, and I am sorry I never had the gumption to go to court over this...
